A decision has been made to discontinue the requirement for MNPS approval in the Reykjavik CTA HLA, that is FL285 to FL420, and to require aircraft instead to meet RNAV 10 or RNP 4 navigation specifications, consistent with ICAO PBN provisions.

The reason for the change is to align Reykjavik CTA procedures with global procedures as far as possible and to facilitate access to the area and reduce the demands and costs for our customers.

Preliminary safety assessment has been done of the effects of removing the requirement for an MNPS/HLA approval for operation in the NAT HLA. This preliminary assessment indicates that the current ICAO Annex 6 and Doc 7030 requirements for an MNPS/HLA approval for operation in the NAT HLA are either covered in other ICAO documents or unnecessary. 

Avians has done a Safety assessment on the removal of the MNPS approval requirement in the Reykjavik CTA HLA.
The safety assessment concluded that the removal of the MNPS approval requirement in the Reykjavik CTA HLA would not adversely affect safety. 

The change that will take effect with AIP Iceland AIRAC publication on the 26th of November 2026.
