BIRK AD 2.20 LOCAL TRAFFIC REGULATIONS
 

2.20.1 General Restrictions

  1. Transceiver shall have the tower’s/AFIS frequency.
  2. Higher overweight operations than indicated in the type certificate are strictly prohibited;
  3. The following exercises are prohibited:
    1. Exercises involving reduced performance, e.g. simulated engine failure during take-off or landing;
    2. Spotlandings;
    3. Touch and go landings of multi engine aircraft;
    4. Touch and go landings of aircraft with engine rating of 220 hp or more.
  4. Touch and go landings of single engine aircraft are permitted during the following times:
    1. Monday - Fridays 09:00 -17:00
    2. On public holidays from September 1st through May 1st between 11:00 and 16:00.
    3. Touch and go landings are not permitted on special holidays.
    4. Air traffic controller in tower are always authorized to limit touch and go landings.
  5. Take-off is not permitted when RVR is less than 550 m.

2.20.2   Night restrictions

Traffic allowed:

  1. Ambulance and emergency flight
  2. The Icelandic Coastguard
  3. International flights that use BIRK as alternate airport
  4. Landings of scheduled flight subject to unforeseen delays
  5. Humanitarian flight

2.20.3   Transponder settings on ground

Flight crew shall from the request for push back or taxi, whichever is earlier, and after landing, continuously until the aircraft is fully parked on stand:

  • Select AUTO mode and the assigned Mode A code. If AUTO mode is not available, the pilots shall select XPNDR or the equivalent depending on installed equipment, and the assigned Mode A code.
  • Set the aircraft identification if the aircraft is equipped with Mode S transponder. The aircraft identification to be used is specified in Item 7 of the ICAO ATC Flight plan.
  • Operation of transponder without an assigned Mode A code is not allowed.

2.20.4   Training flights restrictions

ATC may without prior notice need to restrict training flights in order to decrease workload and maintain safety.

2.20.5   Microlight operations within BIRK CTR

Microlights are only permitted to operate within BIRK CTR enroute to/from aerial and sporting area Sletta. Other operations require an authorization from the Chief Controller.

Request for such an authorization is required with 24 hours prior notice weekdays between 08:00 and 16:00.

Carriage of two way radio is mandatory and pilots shall have received training in communications with ATC.

2.20.6   Taxi procedures

When a taxi clearance contains a taxi limit beyond a runway, it will contain an explicit clearance to cross or an instruction to hold short of that runway.

If a taxi clearance does not include instructions to cross a runway. Pilot shall hold at runway holding points and request a clearance to cross the runway.

BIRK AD 2.21 NOISE ABATEMENT PROCEDURES
 

  1. Following type of aircraft are not permitted to use the aerodrome:
    1. All jets which do not fulfill the provision for Stage 3 in accordance with ICAO Annex 16, Volume 1, Chapter 3;
    2. Propeller aircraft with maximum take-off mass more than 5700 kg which do not have noice certificate or which do not fulfil the provisions in accordance with ICAO Annex 16, Volume I, Chapters 3, 5, 6 or 10.
  2. Approach paths below the PAPI vertical approach guidance are prohibited within 2.5 DME
  3. Pilots flying single engine variable pitch propeller aircraft are strongly advised to take all possible measures for noise abatement.
  4. Engine test runs, after maintenance, shall only take place during the following times:
    Monday - Friday 0800 - 2200
    Weekends and public holidays 1000 - 1800. Engine test runs are restricted on public holidays.
    The Icelandic Transport Authority will permit engine test runs from 7:45 during weekdays if necessary.
  5. APU must be shut down promptly, as soon as alternate power is available.
    Use of APU for more than 30 minutes before takeoff or after landing is prohibited.
  6. Runway 01:
    1. All aircraft shall plan to reach the highest possible altitude over departure RWY end, using normal take-off procedures. Aircraft in left hand circuit shall fly normal circuit. Traffic planning to make a right hand turn after take off shall continue climbing on RWY heading to 1000 feet, or until passing Reykjavik harbour (Fuel tanks in Örfirisey) before proceeding on course;
    2. Single engine aircraft shall plan their take-off to endeavour to reach at least 400 ft MSL when passing the runway end;
  7. Runway 19:
    1. All single engine VFR aircraft shall after take-off RWY 19, make a right turn to a heading 240° (turn not to be initiated until after passing hangar 3) to avoid over flying Kársnes peninsula, maintaining this heading until 1000 ft MSL. Exceptions can only be granted for safety reasons. Aircraft doing touch and go shall climb to 500 ft MSL before turning on cross wind.
  8. Runway 31:
    1. If a right turn is planned after take-off RWY 31 maintain RWY heading until reaching 800 ft MSL before initiating the turn.
       

BIRK AD 2.22 FLIGHT PROCEDURES
 

VFR operations in the vicinity of Reykjavík Airport

2.22.1    General

2.22.1.1    For Reykjavik, a standard left hand traffic circuit applies, except for runways 13 and 19 a right hand traffic circuit shall be used. Climb on runway heading to at least the runway end before initiating a turn onto crosswind leg except for runway 19 where a right turn is to be made after passing hangar nr. 3. (See 2.22.5.3)

2.22.1.2   Pilots shall endeavour to enter and leave the traffic circuit at a 45° angle.

2.22.1.3   One runway will be designated as the runway in use, but the tower can authorize other runways for takeoff, if not conflicting with other traffic.

2.22.1.4    Circling on final is not authorized, unless in an emergency situation. If spacing between aircraft is insufficient, another circuit shall be made.

2.22.1.5    The ICAO weather minima for VFR flights within CTR, as outlined in Annex 2, applies but the ceiling shall be at least 2000 feet for landing practices.

2.22.1.6   Training flights shall have priority over other flights requesting landing practices.

2.22.1.7    The tower supervisor can restrict the number of aircraft operations at the Reykjavik Airport, if necessary.

2.22.1.8   All aircraft flying in FAXI TMA shall be equipped with transponder.

2.22.1.9   Be prepared for take off when reaching the runway, expect rolling departure.

2.22.1.10   After landing expedite vacating the runway.

2.22.2   Communications

2.22.2.1 VFR aircraft to and from Reykjavik, at 3 000 feet MSL or above (or 1 000 feet AGL or above when applicable) shall communicate with Reykjavik Approach within its approach area. 

2.22.2.2 Aircraft in the East exercise area (Austursvædi) shall use 119.900 MHz for air-to-air communication. 
Aircraft in the training area Sandskeid shall use 119.900 MHz. Aircraft in BIR2 and BIR3 shall use 131.800 MHz for air-to-air communication and, maintain listening watch on the appropriate approach frequency119.300 MHz for BIR2 and 119.000 MHz for BIR3.

2.22.2.3 Initial call to BIRK TWR on 118.000 MHz state call sign, present position, intentions and in addition ATIS information received if coming in for landing.

2.22.2.4 Initial call to BIRK Ground 121.700 MhZ state callsign, present position, intentions and in addition ATIS information received if planning departure.

2.22.3   VFR routes for single engine aircraft
(see maps BIRK AD 2.24.11.1-1, 2.24.11.2-1 and 2.24.11.2-3)

2.22.3.1   Routes (centerlines) to and from Reykjavik Airport:

  1. Videyhouse - Lundey - Brimnes - Tangi in Hofsvik.
  2. Gufunes - Blikastadanes - BIMS.
  3. Gullinbru - watertanks Grafarholt - Langavatn.
  4. Vifilsstadir - Vegamot (crossroads in Heidmork)
  5. Route 5 not in use.
  6. Straumsvík: Church west of Hafnarfjörður - Aluminium factory - Reykjanes road - Kuagerdi direct Seltjörn - direct Patterson.

2.22.3.2   When the airspace around BIRK is Class D and if not cleared otherwise, it is expected that pilots follow the VFR routes exactly.

2.22.3.3   Pilots overflying Akranes outbound shall communicate with Reykjavik approach on 119.000 MHz after leaving the tower/AFIS frequency. Those inbound shall contact approach before reaching Akranes. Pilots overflying Hvalfjörður or Grundartangi factory below 3 000 feet shall monitor the tower frequency 118.000 MHz.

2.22.3.4   It is important that pilots keep well to the right of centerlines of the routes, so as to maintain not less than 45° angle from the centerline (with reference to surface) to aircraft at 1 500 feet. Thus some 450 meters separation on each side of the centerline, or 900 meters between opposite aircraft, is obtained.

2.22.3.5   An accurate position reporting is important and that reports are made when at the reporting point (abeam the reporting point on VFR routes within CTR). If found necessary to report early, the word - approaching - may prefix the name of the reporting point.

2.22.3.6   When the airspace around BIRK is Class D VFR pilots bound for Reykjavik shall at the latest report to tower 10 DME from the airport and obtain traffic information and arrival route or holding instructions.

2.22.3.7    After passing the inner fix of a VFR route (e.g. Vífilsstaðir) a direct route to the final approach fix (e.g. Arnarnes), shall be flown.

2.22.3.8    Single engine aircraft on the VFR routes within RK CTR shall for noise abatement maintain at least 1 500 feet if that is possible (1 000 ft on route 6), if not, normal VFR minima apply. Maximum speed 120 kts.

2.22.3.9   Single engine aircraft on the VFR routes within CTR shall keep their landing lights on, if available.

2.22.3.10    Tower and/or Approach can grant exemptions if safety or traffic reasons require.

2.22.4   Arrangement of arrival of single engine VFR aircraft

2.22.4.1    Runway 01:

Route 1: Left hand approach via Orfirisey or right hand pattern via Kringla.
Route 2: Left hand approach via Laugarnes and Örfirisey or right hand pattern via Kringla.
Route 3: Left hand approach via Laugardalsholl and Orfirisey or right hand pattern via Kringla.
Route 4: Right hand approach via Arnarnes.
Route 6: Left hand approach via Arnarnes.

2.22.4.2    Runway 13:

Route 1: Left hand approach via Orfirisey.
Route 2: Left hand approach via Laugarnes and Orfirisey.
Route 3: Left hand approach via Laugardalsholl and Orfirisey.
Route 4: Right hand approach via Tjorn.
Route 6: Right hand approach via Tjorn.

2.22.4.3    Runway 19:

Route 1: Left hand approach via Orfirisey.
Route 2: Left hand approach via Laugarnes.
Route 3: Left hand approach via Laugardalsholl
Route 4: Right hand approach via Tjorn or left hand approach via Kringla for left hand base leg.
Route 6: Right hand approach via Tjorn.

2.22.4.4    Runway 31:

Routes 1 and 2: Right hand approach via Laugardalsholl.
Route 3: Right hand approach via Kringla
Routes 4 and 6: Left hand approach.

2.22.4.5   Tower can issue different clearances, traffic permitting.

 

2.22.5    Arrangement of departure of single engine VFR aircraft:

2.22.5.1    Runway 01:


Routes 1, 2 and 3: Right hand departure.
Climb on runway heading to 1000 feet or until passed Reykjavik harbour before turning on course.
Route 4: Left hand departure via Galga.
Route 6: Left hand departure.

2.22.5.2    Runway 13:


Routes 1, 2 and 3: Left hand departure.
Route 4: Right hand departure, cross Vifilsstadir at 1200 feet, start climb to 1500 feet after passing Vifilsstadir.
Route 6: Right hand departure.

2.22.5.3    Runway 19:


Routes 1, 2 and 3: Right hand departure via Orfirisey.
Route 4: Left hand departure.*
Route 6: Right hand departure.*

*After takeoff a 50° right turn, when height and speed permit (but not until after passing Hangar 3) for noise abatement at Karsnes. That heading shall be maintained until 1 000 ft or passed Karsnes.

2.22.5.4    Runway 31:


Routes 1, 2 and 3: Right hand departure via Orfirisey. Climb to 800 feet on runway heading before proceding on course.
Route 4: Left hand departure via Tjorn.
Route 6: Left hand departure.

2.22.5.5 The Tower can grant exemptions from above departures, traffic permitting.

2.22.6    Visual and VFR approaches of twin - and multi engine aircraft

2.22.6.1    Twin and multi engine aircraft within CTR bound for Reykjavik, shall communicate with Reykjavik Approach as long as necessary and until instructed to contact tower or AFIS. Within Reykjavik CTR aircraft shall not be flown below 2000 ft without clearance from tower.

Multi engine aircraft shall be established on final not later than 2.5 DME for runway 19, the same applies for runway 01 after right hand approach and for runway 13 after left hand approach. Aircraft making left hand approach to 01 shall be established on final 1.0 DME. Normal approach is for right hand approach to runway 13.

Runway 31:

Multi engine aircraft approaching in a quadrant from north- east to south-east shall fly an offset final (approx. 25°) from bridge/dam in Ellidaa, approx. 3.5 DME, 1500 feet, descent via Fossvogur valley onto final (DUE TO NOISE ABATEMENT, approx. 3.78° glide slope).

Aircraft from the north shall fly via Geirsnef, Ellidaardalur and Fossvogsdalur. Other aircraft shall fly normal traffic circuit.

2.22.7    Low approach over runways

Low approach over runways below 250 feet, for multi engine commercial aircraft, will not be authorized.

2.22.8    Arrangement of departure of multi engine VFR aircraft

2.22.8.1    Multi engine aircraft shall depart the aerodrome in accordance with the traffic circuit of the relevant runway, unless otherwise authorized by tower.

2.22.8.2    Noise abatement procedures apply when departing runway 13 to the east:

  • Climb on runway heading until 1000 feet before turning on course

2.22.8.3    Multi engine aircraft within CTR bound for Reykjavik, shall communicate with Reykjavik Approach as necessary.

BIRK AD 2.23 ADDITIONAL INFORMATION
 

2.23.1    Aerodrome Traffic Zone around Tungubakkar aerodrome in Mosfellsbær

2.23.1.1    The Tungubakki Aerodrome Traffic Zone is defined by two connected semicircles with 0.54 NM radius, centered on 641055N - 0214319W and 641147N - 0214047W.
Vertical limits are ground to 1000 ft MSL.
 

The aerodrome traffic circuit shall be flown at 700 ft north of the aerodrome.

2.23.1.2    Activation of the aerodrome traffic zone shall be notified to Reykjavik Tower/AFIS. The requirements for activating the zone is that a person on ground Tungubakki is responsible for the alerting service of respective flights. While the zone is active and BIRK CTR is open (ref BIRK AD-2.17 section 3) local flights within the mountain ring are approved without filing a FPL with Reykjavik Tower. Pilots using this procedure shall report to Reykjavik Tower their intentions when they leave the aerodrome traffic zone. They shall notify the Reykjavik Tower when they reenter the aerodrome traffic zone.

Note The Mountain ring is within Esja, Skalafell, Hengill, Vifilfell, Blafjoll and Langahlid to Kleifarvatn.
 

2.23.1.3    The aerodrome is open for use by general air traffic except that no instructional or practice flights are allowed and aircraft with engine of 200 hp or more are not allowed to use the aerodrome except in emergency.

 2.23.2 Birds on and around the airport

A residential group og Greylag geese counting 2-300 birds has a night resting area all year round northwest of the airport at the Reykjavík pond and in Vatnsmýri. The most significant daily movement and crossing runway´s is during the morning (Dawn) heading to feeding areas and late in the evening (Dusk) heading back to the night resting area. The most concentration of Greylags is during the spring migration from March - April and also during the autumn migration from August - October. The least pressure from Greylags is during the nesting season from late April - July.

The Brent goose occasionally visit´s the area during the spring migration from May - June. This is only a few birds 30-100 e.a. from Hliðsnes southwest of the airport.

Other common bird species on and in the surrounding area are the Lesser Black-Backed gull, the Oystercatcher and the Black Headed gull. Most concentration is during the summer from May - September.
