The intention of this AIC is to provide updated guidelines for the use of SID and STAR.

1 Arriving aircraft (STAR) and clearances

  1. A STAR is characterized by an uninterrupted track from a defined start point up to a defined end point (for instance IAF) where a relevant instrument approach may commence.
  2. A clearance to follow a STAR implies that the aircraft shall follow the published track at its last cleared level and descend only according to explicit level clearance(s) from ATC.
  3. When a STAR clearance is issued together with a clearance for instrument approach (see paragraph 3.b.ii), this implies a clearance to commence descend.
  4. An instrument approach shall not be commenced without an explicit clearance from ATC.

2 Level clearances in conjunction with SID/STAR

  1. When an arriving aircraft on a STAR is cleared to descend, the aircraft shall follow the published vertical profile of the STAR. Published level restrictions (eg. CROSS (significant point) [AT OR] ABOVE/BELOW (level)) shall be adhered to, unless such restrictions are explicitly cancelled by ATC. Published minimum levels based on terrain clearance shall always be applied.
  2. Departing aircraft on international flight will receive Oceanic Clearance and a SID clearance before departure.
  3. When a departing aircraft on a SID is cleared to climb to a level higher than the level(s) specified in the SID, the aircraft shall follow the published vertical profile of the SID, unless such restrictions are explicitly cancelled by ATC.
    Note: This regulation applies when the SID specifies significant points which shall be crossed below/above a specified level.
  4. Level restrictions issued by ATC shall be repeated in conjunction with subsequent level clearances in order to remain in effect.

3 Phraseology (RTF)

  1. As a main rule the relevant ATCC-sector will issue STAR clearance to the aircraft, and the relevant approach control unit will issue the instrument approach clearance when appropriate.

  1. ATC-unit will use the following phraseologies in connection with SID/STAR-clearances:
    1. STAR-clearance not including clearance for instrument approach:
      “(callsign) CLEARED (STAR designator)”
      “(callsign) DESCEND VIA STAR TO (level)” or
      “(callsign) [CLEARED DIRECT (point)], AT (point) JOIN (STAR designator)”
      (and, if applicable: “[WHEN READY]
      DESCEND TO (flight level/altitude)”)
    2. STAR-clearance including clearance for instrument approach:
      “(call sign) CLEARED (type) APPROACH RWY (number) VIA (STAR designator)”
    3.  Clearance to cancel level restriction(s) of the vertical profile of a STAR during descent:
      “DESCEND TO (level) LEVEL RESTRICTION(S)
      (STAR designator) [AT (point)] CANCELLED”
    4. Clearance to cancel level restriction(s) of the vertical profile of a SID during climb:
      “CLIMB TO (level) LEVEL RESTRICTION(S)
      (SID designator) [AT (point)] CANCELLED” or
      “CLIMB NOW TO (LEVEL)”

  1. Examples of RNAV phraseologies:
    1. Failure or degradation of onboard RNAV equipment:
      Pilot RTF phraseology: “UNABLE RNAV DUE EQUIPMENT”
    2. Aircraft not P-RNAV approved:
      Pilot RTF phraseology: “UNABLE (designator) DEPARTURE (or ARRIVAL) DUE RNAV TYPE”
    3. As means for ATC to confirm the ability of a pilot to accept a specific RNAV terminal area procedure:
      ATC RTF phraseology: “ADVISE IF ABLE (designator) DEPARTURE (or ARRIVAL)”
