1 Consumption of psychoactive substances

No pilot, remote pilot, air traffic controller, student pilot, air traffic control student, or any other individual may carry out duties in an aircraft, be at the controls of an aircraft, control air traffic, or provide safety services for air travel if they are unable to perform the task safely due to the consumption of psychoactive substances, illness, injury, medication, fatigue, or any similar cause. 
 
Psychoactive substances include alcohol, opiates, cannabis, sedatives and sleeping pills, cocaine, other mind-altering drugs, hallucinogens, and volatile solvents, but excluding caffeine and tobacco. 
 
Air operators and ATS providers shall among other things, formulate and implement a policy on prevention and screening for the misuse of psychoactive substances by those that provide services on board an aircraft and those who provide services to air traffic. 
 
During regular oversight, the Icelandic Transport Authority may perform screening for psychoactive substances at any time of the aforementioned staff. The police are also allowed to perform screening for the consumption of psychoactive substances and assist the Transport Authority if needed.
