1 Start of Operation of the Eurocontrol European AIS Database (EAD) and Information for Clients, Users and Service Providers
|
This Aeronautical Information Circular (AIC) is issued to provide information about the current implementation status of the European AIS Database (EAD) and to provide advance notice for planned migration.
Further AICs, may be issued as the implementation proceeds.

1.1 The Eurocontrol European AIS Database (EAD) Programme
|
With the aim of improving and harmonising the procedures and delivery of the aeronautical data, EUROCONTROL member states establish one central European AIS database. This centralised database provides clients with validated dynamic and static aeronautical data.
|
The objective is the delivery of high-quality aeronautical information to the European aviation community and the national air traffic service providers.
|
The European Aeronautical Information Services (AIS) Database (EAD):
-
operates a reference database of quality-assured aeronautical information from the ECAC Area and World-wide;
-
provides a full integrated AIS solution for providers and users of aeronautical information;
-
gives immediate access to digital Aeronautical Information.
|
The EAD is owned by EUROCONTROL on behalf of its Member States.
GroupEAD Europe S.L. is operating the EAD on behalf of EUROCONTROL.

1.2 The Operational Concept
|
The primary aim of the EAD is to operate a central repository for all Aeronautical Data related to the ECAC Area and world-wide. There are two types of clients:

Data Providers supply the data which is contained by the EAD and include AIS organisations from CAAs, ANSPs and military administrations from the ECAC area; designated organisations maintaining data which is not a national responsibility. The EAD performs coherence checking of those data and ensures consistency review of the data for all Users.

Data Users consult the data which is made available by the EAD.
Typical Data Users are: Aircraft Operators, Data Providers, International Organisations, Private pilots, Commercial Users, Members of the General Public. The EAD provides Data Users with world-wide processed messages (NOTAM, SNOWTAM, ASHTAM etc.), PIB, static data, AIP and charts from ECAC States.

1.3 Services offered by the EAD
|
The European AIS Database allows clients to:
|

introduce and retrieve static data, aeronautical information and elements of the Integrated Package;
-
retrieve validated NOTAM and Pre-flight Information Bulletins (PIBs);
-
maintain a library of AIPs, AIP supplements, AIP amendments, AICs and charts that can be browsed and consulted by users.
|
The EAD operation requires the execution of activities and services by highly qualified skills and know-how of both the AIS domain, and of how AIS related operations are carried out.
|
Amongst others, the EAD services comprise:
|

processing of world-wide NOTAMs;

coordination of static data conflict resolution;

maintenance of specific minimum set of data for the world-wide area;

provision of 24 hours technical and operational helpdesk and monitoring, maintenance and operation of the System (EAD network included) to ensure the delivery of the system functionality.

The main benefit is: "One single source of European Aeronautical Information".

2 Implementation in Iceland
|
Isavia ANS signed an agreement with EAD at the end of 2020 with the aim to use data in our new AIM system.
With newly signed agreement between Iceland and Eurocontrol stating that Iceland is to become member state from 1 January 2025 EAD database will be part of the service Iceland will use through Eurocontrol.

Implementation has been ongoing for a while and it is forseen that Isavia ANS will both be a data provider (DP) and data user for the Icelandic flight information region (BIRD).
|
|
Iceland will be responsible for the maintenance of national static data. To begin with it will at least include minimum dataset but further information will be given later.
|
The migration to EAD will not cause changes to AIP/eAIP, SUP, AIC.
The publications will in the future be available through the EAD PAMS.
|
The migration to EAD will cause raw data suppliers earlier delivery of data.
More detailed information will be issued later.

The International NOTAM Office (NOF) started creating NOTAM directly to EAD via a dedicated Network on 1
st of December 2022.
|
Distribution of NOTAM and SNOWTAM is performed by EAD, using AFTN originator address EUECYIYN, according to distribution lists maintained by the NOF of Iceland.
|
Requests concerning the NOTAM distribution shall be addressed to BIRKYNYX.
Requests for a single NOTAM shall be submitted to EUECYRYX.
